Boiler Service vs Gas Safety Check: What's the Difference?

A gas safety check tests whether relevant appliances are safe. A boiler service maintains one boiler in more detail.

A boiler service and a gas safety check are not the same job. A gas safety check asks whether the relevant gas appliances and flues are safe at the time of inspection. A boiler service maintains one boiler in line with its manufacturer instructions and looks more closely at its condition and operation.

The names sound close enough to create admin for landlords and confusion for everyone else. The useful distinction is simple: safety check means safety and a formal record; service means appliance maintenance and a service record.

Some checks overlap, and a suitably qualified engineer can complete both during one appointment. You still need to ask for both because one should never be assumed to include the other.

What Does a Gas Safety Check Include?

A gas safety check assesses whether the appliances and flues within its scope are operating safely. For a landlord, every gas appliance and flue provided for tenants' use must be checked at least every 12 months by a suitably qualified Gas Safe registered engineer.

The engineer's checks normally include whether:

  • the appliance is operating at the correct pressure or heat input
  • combustion products are being removed safely through the flue
  • any required ventilation is suitable and unobstructed
  • safety devices are operating correctly
  • the appliance shows defects that make it unsafe to use

The result is recorded on the landlord's gas safety record. If an appliance is unsafe, the engineer must explain the issue and take the action required by the Gas Industry Unsafe Situations Procedure. The record is not evidence that the boiler also received a full service.

What Does a Boiler Service Include?

A boiler service is planned maintenance for one appliance. There is no honest universal checklist for every boiler because the engineer should follow the instructions for that make and model, then respond to its age, condition and previous service history.

Depending on the boiler, its service may include:

  • checking the appliance, case, seals, flue and ventilation
  • checking ignition, flame picture, safety devices and controls
  • measuring gas rate, operating pressure and combustion where required
  • inspecting the burner and heat exchanger and cleaning them where required
  • checking the condensate trap and condensate route
  • checking for leaks, corrosion and signs of wear
  • checking system pressure and the expansion vessel where relevant
  • recording the work and reporting anything that needs attention

Do Landlords Legally Need Both?

Landlords legally need the annual gas safety check, and they also have a separate duty to keep gas appliances, flues and related fittings in a safe condition. Those are two connected responsibilities, not one interchangeable appointment.

The law does not state that an annual boiler service is the only way to meet the maintenance duty. HSE says appliances should be serviced in line with the manufacturer's instructions. If those instructions are unavailable, HSE recommends annual servicing unless a competent Gas Safe registered engineer advises a different period.

That is more accurate than saying either “a landlord must legally service every boiler annually” or “a landlord only needs the certificate”. The first overstates the wording of the law. The second ignores the maintenance duty.

Many landlords book the boiler service and gas safety check together. That is sensible when the same qualified engineer can complete both, but the booking and invoice should state both jobs.

Gas safety record deadlines

A landlord must give an existing tenant a copy of the record within 28 days of the check and give a new tenant a copy before they move in. Landlords must keep copies for at least two years.

The next check can be completed in the two months before the existing deadline while preserving the original expiry date. That gives landlords a 10 to 12 month booking window instead of forcing every appointment onto one exact anniversary.

What Paperwork Should You Receive?

After a landlord gas safety check

You should receive a Landlord Gas Safety Record. People often call it a gas safety certificate or CP12, but the important thing is the information recorded: the property, appliances and flues checked, the results, any defects and action taken, the date, and the engineer's Gas Safe details.

After a boiler service

You should receive a service record, engineer's checklist or completed boiler logbook. It should identify the appliance, record the relevant checks and measurements, and note defects or recommendations. Keep it with the boiler's warranty and installation documents.

Can the Service and Safety Check Be Done Together?

Yes. One suitably qualified Gas Safe engineer can normally service the boiler and complete the property's gas safety check during the same visit.

Tell the company about every gas appliance when booking. A property with a boiler, gas hob and gas fire has a different safety-check scope from a property with only a boiler. Also say clearly that you want both a boiler service and a landlord gas safety record.

If the boiler has a known leak, pressure problem, error code or intermittent fault, report that too. On a Worcester boiler with a blue belly light, tell us whether the light is steady or flashing. If it flashes, send a short video showing the full repeating pattern because its speed, pauses and number of flashes can indicate different faults. A routine service appointment is not an open-ended fault-finding visit, and the engineer may need extra time or parts.

How Do You Check the Engineer Is Qualified?

Gas work must be carried out by a Gas Safe registered engineer who is competent for that appliance and type of work. Registration alone is not the whole check because engineers hold different categories.

Ask to see the engineer's Gas Safe ID card and check the categories on the back. You can also look up the business and engineer on the Gas Safe Register.
